Planned Parenthood has won a partial victory in a legal fight with President Donald Trump’s administration over its efforts to defund the organization in tax legislation

The newly-signed One Big Beautiful Bill restricts federal funding for clinics that provide abortion services beyond cases of rape, incest, or medical necessity.

By Planned Parenthood’s own admission, it could potentially result in the closure of 200 abortion clinics. Planned Parenthood is denouncing the defunding as a “ backdoor abortion ban. ”

Attorneys for Planned Parenthood clinics nationwide argued in federal court Friday that cutting off Medicaid funding to its abortion providers would hurt vulnerable patients who already have limited health care options.

I see in both the legislation and the court’s ruling a culmination of a strategy to defund Planned Parenthood that was in full swing by 2007, toward the end of the George W. Bush administration.

While advocates focused on Planned Parenthood, the bill did not mention it by name. Instead, it cut off reimbursements for organizations that are primarily engaged in family planning services — which generally include things such as contraception, abortion and pregnancy tests — and received more than $800,000 from Medicaid in 2023.
